Internet Is A Fundamental Right

More than three people across the world believe access to the Internet is a fundamental right, a poll carried out for the BBC indicated Monday.

The poll, which questioned more than 27,000 adults across 26 countries, suggested strong support globally for access to the web.

The findings come as efforts are stepped up across the world to increase net access, with the United Nations leading a push for more people to be given the opportunity to get online.

Countries including Finland and Estonia have already ruled it is a human right, said the BBC. “The right to communicate cannot be ignored,” Hamadoun Toure, secretary-general of the International Telecommunication Union, told the broadcaster.

“The Internet is the most powerful potential source of enlightenment ever created.”

Almost 79 percent of those questioned said they strongly agreed or somewhat agreed with the description of the Internet as a “fundamental right of all people.” This included people who had access and those who did not.

A total of 87 percent of Internet users questioned in the poll, carried out by GlobeScan for the BBC, felt access should be a right, while more than 70 percent of non-users agreed with this view.

Mexico, Brazil and Turkey were among countries where support was highest, according to the survey. The findings also suggested people in a diverse range of countries felt the web was a vital part of their lives. Three-quarters in Japan, Mexico and Russia said they could not cope without it. South Korea, where nearly all citizens enjoy high-speed net access, had the greatest majority of people — 96 percent — who believed access was a fundamental right.

The US Treasury Department on Monday eased sanctions on Iran, Cuba and Sudan to allow exports by US companies of services related to Web browsing, blogging, email, instant messaging, chat, social networking and photo- and movie-sharing.

“We’re supporting the right of free expression,” US Secretary of State Hillary Clinton said Monday The decision to allow exports of Web tools to Iran was intended to allow Iranians to “communicate without being blocked by their own government”, she explained.

Microsoft Helps Languages Talk Tech

Microsoft on Monday took steps to help local languages avoid being lost on the ever-changing computer technology landscape.
The list of languages supported by the newest releases of Windows, Office or Visual Studio software includes Yoruba in Nigeria, Oriya in India, Tatar in Russia, isiZulu in Africa, and Inuktitut in Canada.

The US software giant also released 59 new Language Interface Packs for its latest-generation Windows 7 operating system and soon-to-be-released Office 2010 programs.

“Allowing for people to use and build software in their native language helps emerging markets build a stronger work force,” said Microsoft government and education programs senior director Lauren Woodman.

She added that the program “will also help people bridge the language gap and, for the first time, use technology in a meaningful way.”

The 95 languages supported through a Local Language Program translate into more than a billion people being able to work with Windows and Office in their native tongues, according to Microsoft.

The firm cited statistics indicating that, on average, one of the more than 7,000 languages in the world dies every two weeks.

Failure of languages to grow with new words for technology trends and innovations can contribute to their downfall.

Linguistic diversity is under threat,” Unesco director-general director Irina Bokova said in a release. “This loss not only erodes individual communities and cultures, but more broadly, the very makeup of our societies.

Sex Hormone Binding Globulin

Researchers at 17 US medical centres plan to start using a hormone to treat serious brain injuries on a trial basis, according to a presentation at an annual US gathering of scientists.

Initial studies have showed that progesterone, a steroid hormone involved in the female menstrual cycle and pregnancy, can cut the death rate from traumatic brain injury (TBI) in half.

The final phase of the clinical trials, which is to begin in March, is being funded by the National Institutes of Health through Emory University in Atlanta, Georgia, it was announced at the annual gathering of the American Association for the Advancement of Science (AAAS) in San Diego.

David Wright, professor of emergency medicine at Emory’s Medical School, is leading the clinical trial, which will enroll 1,140 people over the next three to six years starting in March. “No new treatment for severe TBI has been approved in over 30 years,” Wright said in a statement. He said he hoped the trial would prove that progesterone, along with standard medical trauma care, “works better than standard medical care alone” in reducing brain damage from TBI.

An earlier trial on about 100 patients showed a 50-per cent drop in death in patients treated with progesterone. The hormone also reduced long-term disability, and disability in patients with milder brain injuries.

Donald Stein, another emergency medicine professor at Emory, pioneered studies into the neuro-protective properties of progesterone 25 years ago in testing on laboratory animals. He found that male rats suffered more from brain trauma than female rats, especially when the female rats were in the reproductive phase when their body was producing more progesterone.

Stein then injected progesterone into male rats recovering from brain trauma and found their death rate sank drastically and they returned to full mobility much sooner. Progesterone is naturally present in small but measurable amounts in the brains of males and females, and human brain tissue has a large amount of receptors for the hormone.

An estimated 2 million adults and children suffer traumatic brain injuries every year in the US, leading to 50,000 deaths and 80,000 cases of long-term disability, according to the Centers for Disease Control and Prevention .
